Design-Build RLR VA Medical Center Parking Garage
FINAL COST: $9,108,142     CCASS Rating: OUTSTANDING
AWARD: 2013 S.A.M.E. Small Business Excellence Award for Construction

This Task Order is a design-build type, conventional construction project under the SDVOSB Design-Build Multiple Award Task Order Contract (MATOC), with USACE, Louisville District and executed for the Department of Veterans Affairs, at the Richard L. Roudebush VA Medical Center in downtown Indianapolis, Indiana.

This Task Order consisted of design and construction of a 3-story parking garage structure with a bid option for a 4th-story. The design also allowed for the addition of three stories to be added on at a later date. The 3-story structure was required to provide 475 parking spaces. The design included planning for a 4th story to provide 649 parking spaces. The task order included architectural site planning that included 226 surface lot parking spaces and entrance and exit roadways. 168 parking spaces were within secured parking lots controlled using existing relocated traffic access control equipment. The remaining 62 parking spaces were in unsecured parking lots on site. In addition to the parking garage structure the project included extensive site preparation to include demolition of site improvements, relocation of deep utilities, roadways, parking lots, landscaping and directional signage. Site utilities included domestic water, fire mains, steam lines, storm sewer, sanitary sewerage, electrical, HVAC controls, security and access controls, and communications.

This was one of sixteen (16) Task Orders competitively bid, awarded, and executed under our 5-Year, $100 Million, SDVOSB, Design-Build MATOC Contract. Northview developed the staffing solutions, procedures, and systems to successfully execute this Task Order Contract for the USACE, Louisville District.

The Contractor went above and beyond the Contract requirements for QC testing to ensure the product in place was of the highest quality.

CCASS Performance Evaluation

Over 29,000 exposure hours were recorded with zero reportable accidents.

CCASS Performance Evaluation

The Contractor faced delays during construction due to differing site conditions but Northview was able to quickly and efficiently rectify the situation and delivered the project complete and on schedule with no contract extensions. If a different Contractor were put in a similar situation, I have no doubt that the project would have incurred significant impacts to the completion of the project.
